The Scottish Food Enforcement Liaison Committee consists of approximately 25 individuals. The Office Bearers are formally elected by the Committee, serve for a period of 3 years and may stand for re-election. Attendees are nominated by each organisation that has a place on SFELC. Those that make up the Subcommittees / Working groups / Food Liaison groups are chosen by the Committee to reflect the key stakeholders in the promotion of Food Safety and Consumer Protection. None of the positions are paid.
SFELC Chair - William Hamilton
Billy is the Environmental Health Manager at Glasgow City Council and has been an Environmental Health Officer there since 1982.
He has represented Glasgow at Food Liaison Group level since 1993 and has been a representative on SFELC/SFELC Working Groups since 2002.
He was Chair of SFELC’s HACCP Working Group for several years – during the creation of CookSafe, RetailSafe, and ButcherSafe. He previously Chaired the SFELC Food Safety Sub-committee and is also chair of SFELC Approved Establishment Working Group. He is currently working to promote the role of Local Authority food officers in the field of diet and nutrition.
SFELC Vice Chair - Lindsay Matthew
Lindsay qualified as an Environmental Health Officer in 1983 and holds a Diploma in Environmental Health. He has been a Chartered Environmental Health Officer since 2003.
Lindsay has worked as an Environmental Health in Dundee since November 1983 and has specialised in Food and Health & Safety enforcement for 30 years. He was appointed to his current position, Food and Health & Safety Manager, in November 2005. He has a Masters degree in Business Administration from the University of Abertay and his professional interests include computer databases and records management.
Lindsay has attended SFELC and its Resources Working Group as the CoSLA representative on behalf of the Society of Chief Environmental Health Officers in Scotland (SoCEHOS) since April 2014, and became the SFELC Vice Chair in December
SFELC Honorary Secretary - Paul Bradley
Paul is an Environmental Health Officer with West Lothian Council where he has worked since 1988.
An enthusiastic advocate of the benefits of joint and collaborative working, Paul is a long term member of the Lothian and Borders Food Liaison Group and the Lothian Health Protection Liaison Group. He has served SFELC as Honorary Secretary since 2016; was Vice-Chair between 2012 and 2015 and Chaired the Food Standards Sub-Committee between 2004 and 2015.
Paul is a past President of the Royal Environmental Health Institute of Scotland and currently Chairs the Institute’s Environmental Health Promotion Committee.
