Geoff Ogle – Chief Executive
Geoff Ogle was Director, Scotland for the Food Standards Agency from June 2014 to March 2015. Geoff has been a civil servant since 1984 and within that time has undertaken a variety of posts including policy, programme and operational work. His roles have included being Private Secretary to the Child Support Agency (CSA) Chief Executive and both Head of External Relations and Head of Internal Communications in the CSA.
He moved in March 2002 to the Pension Service in the Department for Work and Pensions (DWP), where he was a Pension Centre Manager and then Head of the International Pension Centre. Geoff joined the Food Standards Agency (FSA) in December 2008 as Head of GB Field Operations where he improved performance significantly, and was the Senior Investigating Officer during the horsemeat incident from February to May 2013.
He became the FSA’s Acting Director, Wales from May 2013 to February 2014, and was then Portfolio Director until he took his post as the Food Standards Agency’s Scotland Director in June 2014.
Elspeth Macdonald (Deputy Chief Executive)
Elspeth joined the Food Standards Agency in Scotland (FSAS) in April 2001, having previously worked in the Scottish Government’s Marine Laboratory in Aberdeen. Between 2001 and 2011, Elspeth worked in a number of roles in FSAS. From 2011 – 2014, she was FSAS’s Head of Policy and Operations, before undertaking a one-year secondment to FSA HQ in London as Head of the Regulatory and International Unit. There, she led the development of the FSA’s future Regulatory Strategy and had oversight of the FSA’s EU and international role, including renegotiation of the Official Food and Feed Controls (OFFC) regulation. Elspeth is a science graduate of the universities of Stirling and Aberdeen.
Ian McWatt (Director of Operations)
Ian worked with Angus District and Unitary Council Environmental and Consumer Protection Services from 1990 until 2003. He led a multi-disciplinary team delivering Official Controls in Food, Health and Safety, Environmental Protection and Public Health.
Joining the Meat Hygiene Service in 2003, Ian was Area Manager, with responsibility for Official Controls delivery in Approved Meat Establishments and veterinary contract management.
Ian joined the Food Standards Agency in 2009 leading on the creation of FSA Operations Directorate and bring MHS and FSA together. He led the Operations team in Scotland since 2012 and has worked closely with Scottish Government’s Programme to create Food Standards Scotland.
As Director of Operations, Ian oversees Official Controls delivery, Local Authority Audit and Enforcement, Incident and Intelligence response /management, Veterinary Audit and Technical Advice, Establishment Approvals, Shellfish controls, Service Level Agreement, Contract and Performance Management and Wine Standards.
